KatuParkki Terms of Service

the KatuParkki mobile application and related services (the “Service”).

These Terms of Service (“Terms”) are a binding agreement between you (“you”, “User”) and KatuParkki Technologies Oy (“KatuParkki”, “we”, “us”).

If you do not accept these Terms, do not use the Service.

2. Definitions

  • Parking operator: the municipality, private operator, landowner, or enforcement party responsible for parking rules, pricing, and enforcement at a parking location.
  • Parking session: a parking event you start/stop in the Service, or that is started/stopped automatically through Camera Parking where available.
  • Camera Parking / ANPR: parking at participating sites where camera/garage systems read license plates and provide entry/exit events.
  • Service fee: KatuParkki’s fee for providing the Service, shown to you before you confirm a payment.

3. What KatuParkki does (and does not do)

KatuParkki provides a digital service for, among other things:

  • finding/selecting parking zones (including map-based suggestions)
  • starting and stopping parking sessions
  • processing payments for parking and related products (such as permits where available)
  • providing receipts and history inside the Service

Important: KatuParkki is typically not the parking operator. Parking operators set:

  • parking rules and restrictions
  • pricing, time limits, and zones
  • enforcement practices, fines, and control fees

Signage prevails: Physical signage and the operator’s rules at the location always take precedence over information shown in the Service. You are responsible for verifying the correct zone, rules, and pricing at the location.

4. Eligibility and account

4.1 Eligibility

You must be at least 18 years old and legally capable of entering into a contract to use the Service.

4.2 Account and security

The Service may use phone-number login (for example one-time codes). You are responsible for:

  • keeping your device and account secure
  • ensuring only you use your account
  • all actions and charges made through your account

4.3 Accurate information (license plate and zone)

You must provide and maintain accurate information, including:

  • correct license plate number (and country code where applicable)
  • correct parking zone / location
  • valid payment method details

KatuParkki is not responsible for consequences caused by incorrect information you provide (for example a typo in a license plate, or selecting the wrong zone).

5. Your responsibilities when parking

You agree to:

  • Verify the correct zone and rules: GPS, maps, and zone suggestions can be inaccurate. You must ensure the zone selected in the Service matches the zone and rules on physical signage at the location.
  • Verify pricing and restrictions: You are responsible for confirming the price, time limits, and other restrictions at the location (for example via signage or the operator’s official channels).
  • Use the correct license plate: you must ensure the plate selected in the Service matches the vehicle you parked.
  • Start/stop correctly: you are responsible for starting and stopping parking correctly, unless Camera Parking is used at a location.
  • Not use the app while driving: do not use the Service in violation of traffic laws or in a dangerous manner.
  • Follow all operator rules: including time limits, permits, and restrictions.

If the Service is unavailable (for example due to network issues, maintenance, or device issues), you are responsible for paying by alternative means offered by the operator (for example a parking meter).

6. Camera Parking / ANPR (Automatic Number Plate Recognition)

Some sites support Camera Parking, where entry/exit is detected by the operator’s camera/garage systems and sent to KatuParkki.

If you enable or use Camera Parking:

  • you authorize KatuParkki to start and/or stop parking sessions based on entry/exit events received from participating systems
  • you acknowledge that camera systems are operated by parking operators or their vendors (not by KatuParkki)
  • you must keep your license plate reasonably readable
  • you must review your sessions and contact support promptly if you believe a session is incorrect

Camera Parking availability can change without notice (operators can add/remove sites or alter integrations).

7. Payments, fees, and billing

7.1 Prices shown before confirmation

Before you confirm a transaction, the Service will show you the applicable charges, which may include:

  • the parking operator’s fee (parking cost)
  • KatuParkki’s service fee
  • taxes (VAT) where applicable

The amount shown in the Service is based on information available to us at the time, but the parking operator’s rules and pricing at the location remain authoritative.

7.2 Payment processors

Payments are processed by third-party payment providers (for example Adyen and/or Stripe). By adding a payment method and using the Service, you accept that these providers process payments under their own terms and privacy notices.

7.3 When you are charged (including off-session charging)

Depending on the operator and parking type, billing may occur:

  • at the start of a session (for example, a reservation/pre-authorization), and/or
  • when a session ends, and/or
  • after a session ends (for example, Camera Parking or settlement flows)

You authorize KatuParkki and our payment processors to charge your chosen payment method for the final amount, including off-session charges required to complete the parking payment.

7.4 Failed charges and outstanding amounts

If a charge fails for any reason, you remain responsible for the outstanding amount. We may:

  • retry the charge
  • where you have multiple payment methods saved to your account, attempt to collect the outstanding amount using another saved payment method (for example your default payment method), where permitted by applicable law and payment provider rules
  • suspend access to the Service until the outstanding amount is paid
  • use lawful collection methods to recover the debt

8. Refunds, billing errors, and complaints

Parking is a time-based service that is typically “consumed” when performed. Refund eligibility depends on the situation and may also depend on the parking operator.

If you believe:

  • you were charged incorrectly, or
  • a session is wrong (including Camera Parking issues), or
  • you experienced a technical error that affected payment,

contact support@katuparkki.fi as soon as possible and provide sufficient details (time, zone/location, license plate, and what happened). Delays reduce our ability to investigate with the operator and payment processor.

We may refuse refunds where:

  • the session was correctly recorded and performed,
  • the issue was caused by incorrect data you provided (zone/plate), or
  • the operator’s rules do not allow a refund.

9. Parking fines, control fees, and enforcement

You are solely responsible for:

  • complying with parking rules at the location, and
  • any parking fines / control fees / violations (including those related to time limits, permits, wrong zone, or incorrect plate).

KatuParkki does not guarantee that using the Service will prevent a fine, and is not liable for fines or enforcement actions.

10. Notifications and communications

The Service may send notifications (for example reminders that parking is ending). Delivery is not guaranteed (for example due to device settings, OS restrictions, or network issues). You remain responsible for managing your parking session regardless of whether notifications are received.

Receipts and service messages may be delivered via email and/or in-app history.

11. Corporate / organization use

Some payment methods and parking flows may be provided via an employer or organization (for example invoice terms or organization-linked wallets).

If you use the Service through an organization arrangement:

  • the organization may have visibility into sessions/receipts paid through the organization’s payment method
  • you remain responsible for correct zone/plate selection and compliance with parking rules
  • unless expressly agreed otherwise, you remain responsible for fines and enforcement outcomes

12. Acceptable use and prohibited conduct

You may not:

  • misuse the Service (fraud, abuse, attempts to bypass payments, or exploitation of integrations)
  • reverse engineer, copy, or interfere with the Service (except to the extent such restriction is prohibited by mandatory law)
  • use the Service in a way that harms other users, operators, or KatuParkki

13. Suspension and termination

We may suspend or terminate access to the Service if, for example:

  • you violate these Terms
  • we suspect fraud or abuse
  • you have outstanding unpaid charges
  • we must do so to protect the Service or comply with law

Termination does not remove your obligation to pay amounts already incurred.

14. Availability and disclaimers

The Service is provided “as is” and “as available”. We do not guarantee uninterrupted availability or error-free operation.

You acknowledge that maps, GPS positioning, device sensors, networks, and third-party integrations (including Camera Parking and payment processing) can be inaccurate or unavailable.

15. Limitation of liability

Nothing in these Terms limits liability that cannot be limited under mandatory Finnish law.

To the maximum extent permitted by law:

  • KatuParkki is not liable for indirect or consequential damages, including lost profits.
  • KatuParkki is not liable for parking fines, control fees, or enforcement outcomes.
  • KatuParkki’s total liability for claims related to the Service is limited to the service fees you paid to KatuParkki during the 12 months preceding the event giving rise to the claim.

16. Privacy

Our processing of personal data is described in the KatuParkki Privacy Policy. By using the Service you acknowledge that certain information must be shared with parking operators and service providers to deliver the Service.

17. Intellectual property and license

The Service and its contents (including software, trademarks, and visual elements) are owned by KatuParkki and/or our licensors and are protected by intellectual property laws.

We grant you a limited, non-exclusive, non-transferable, revocable license to use the Service for your personal, non-commercial use in accordance with these Terms.

18. Right of withdrawal (EU/Finland consumers)

If you are a consumer in the EU/EEA, you generally have a 14-day right of withdrawal for distance contracts.

However, parking is a service that is performed at your request. By starting a parking session (or enabling Camera Parking so that sessions may start automatically), you request the performance of the service. Where applicable under mandatory consumer law, you acknowledge that:

  • you may lose the right of withdrawal once the service has been fully performed, and/or
  • you may be required to pay for the service that has been performed if you withdraw during performance.

19. Changes to the Terms

We may update these Terms from time to time. The updated Terms will be made available in the Service and/or on our website, with an updated “Last updated” date. Continued use after changes take effect means you accept the updated Terms.

20. Miscellaneous

  • Severability: If any provision of these Terms is held invalid or unenforceable, the remaining provisions remain in effect.
  • Assignment: We may assign these Terms and our rights/obligations in connection with the Service (for example as part of a merger, acquisition, or business transfer). You may not assign your rights without our prior written consent.
  • Third-party rules: Parking operators and other third parties may have their own rules/terms. You are responsible for complying with applicable operator rules at the parking location.

21. Governing law and dispute resolution

These Terms are governed by the laws of Finland (excluding choice-of-law rules).

If you have a complaint, contact support@katuparkki.fi first. As a consumer, you may also bring disputes to the Finnish Consumer Disputes Board (Kuluttajariitalautakunta) or to a competent Finnish court as provided by mandatory law.
